From what I could tell, these kids were walking home from school on their own. They did a very good job waiting for the walk signal on Meiji-Dori, a very busy thoroughfare in Shibuya. Apparently the yellow hats help keep them visible to traffic, and the message on their backpacks is something like, "Help keep these kids safe," sort of a public service announcement. Kids as young as 6 are known to make their way to and from school on their own, but this is the first time I'd seen them in a pack.
